The Detroit/Wayne County Port Authority is the government agency created in 1978 to grow shipping and riverfront recreation at the Port of Detroit. Its home base is the Carl M. Levin Public Dock and Terminal on Atwater Street, a $22 million terminal opened in 2011 where Great Lakes cruise ships dock between the Renaissance Center and Hart Plaza. The wider port spans 29 terminals in Detroit, River Rouge and Ecorse and moves roughly 8 million tons of bulk cargo a year.
