The Detroit story
Gerald Rosen studied at Kalamazoo College and spent five years in Washington on the staff of Michigan Senator Robert Griffin while earning a law degree at night from George Washington University in 1979. Back in Michigan he became a senior partner and trial lawyer at the Detroit firm Miller, Canfield, Paddock and Stone and in 1982 ran for Congress as a Republican against Sander Levin. Appointed to the U.S. District Court for the Eastern District of Michigan in 1990, he served as its chief judge from 2009 to 2015 and taught evidence at Detroit's law schools. When the city filed for bankruptcy in 2013, Judge Steven Rhodes named him chief mediator. Rosen conceived and assembled the 'grand bargain,' in which national and local foundations, the Detroit Institute of Arts and the State of Michigan pledged more than $800 million to shore up city pensions in return for placing the museum's art in a trust beyond creditors' reach, a key to the city's exit from bankruptcy in 2014.
